Five Party Network Advance FLEC Phase 3 to Strengthen Sustainable Labor Welfare

The Deputy Governor of Songkhla presided over and witnessed the signing of the Memorandum of Understanding (MOU) for Phase 3 of the Songkhla Fisheries Labour and Ethical Center (FLEC) project (2026–2030). Senior executives from five organizations—Fish Marketing Organization, Department of Labour Protection and Welfare, Planned Parenthood Association of Thailand, Stella Maris Seafarers’ Center Songkhla, and Charoen Pokphand Foods Public Company Limited (CPF)—jointly signed the agreement to drive collaboration in improving the quality of life and well-being of workers across the seafood supply chain in a sustainable manner at Green World Palace Hotel, Songkhla.

 

FLEC, or the Fisheries Labour and Ethical Center, was established as an integrated multi-stakeholder mechanism to protect the rights of fishery workers and those in related industries. The center focuses on providing labor welfare services, legal consultation, access to healthcare, multilingual communication, and systematic grievance handling and assistance. It also encourages employers and operators to elevate employment standards in line with human rights principles and international best practices.

 

As a private-sector stakeholder in the seafood value chain, CPF continues to support FLEC’s operations by promoting fair employment standards throughout its supply chain, encouraging partners and operators to adhere to international human rights principles, and sharing knowledge to enhance workers’ quality of life and strengthen transparency across the production chain.
